CLB stands for the Canadian Language Benchmarks, the 12-level scale Canada uses to describe English ability, measured separately for listening, speaking, reading and writing. When an immigration form or a program page asks for "CLB 7", it means a benchmark level in each of those four abilities, and you usually show it by taking an approved language test.
This guide explains who is behind the CLB, how many CLB levels there are, how a test score becomes a CLB level, and what the levels that come up most often (CLB 4, 5, 7, 8 and above) mean for citizenship and Express Entry. The numbers come from the Centre for Canadian Language Benchmarks, Immigration, Refugees and Citizenship Canada (IRCC) and CELPIP, and each one links to its source.
What does CLB stand for, and who is behind it?
A CLB is one level on the Canadian Language Benchmarks. The Centre for Canadian Language Benchmarks describes the CLB as "a descriptive scale of language ability in English as a Second Language (ESL) written as 12 benchmarks", running from basic to advanced ability.
Two organizations are involved, and they play different roles:
- CCLB (the Centre for Canadian Language Benchmarks) developed the benchmarks.
- IRCC owns them. The CLB is the property of Immigration, Refugees and Citizenship Canada.
So if you are asking "what is Canadian Language Benchmark" in an immigration context, the short answer is that it is the shared yardstick IRCC uses to express language requirements. Test scores from CELPIP, IELTS General Training and PTE Core are all translated into this one scale, which lets IRCC set a single requirement that works for every approved test.
How many CLB levels are there?
There are 12 CLB levels, numbered 1 to 12. Level 1 describes the most basic ability and level 12 the most advanced.
The CCLB also groups the benchmarks into three stages:

These stage names are useful for describing ability in general terms. For immigration purposes, though, IRCC writes its requirements as specific numbers such as CLB 4, CLB 5 or CLB 7, so the number is what you need to track.
CLB is measured skill by skill
There are four separate CLB levels for each person, one for each ability. According to the CCLB's information for language learners, each of listening, speaking, reading and writing has its own 1 to 12 scale, and it is common to have different benchmarks in each one.
This matters when you ask "what is my CLB score". You do not get one CLB number for your English as a whole. A typical result could look like this:

IRCC looks at each ability separately. When a program requires CLB 7, every ability that the requirement covers must reach CLB 7. A strong listening score cannot make up for a weaker writing score.
How a test score becomes a CLB level
You find your CLB level by taking an IRCC-approved language test and converting each ability's score using IRCC's equivalency tables. For Express Entry, the accepted English tests are CELPIP-General, IELTS General Training and PTE Core. TEF Canada and TCF Canada are the accepted French tests.
CELPIP: the level number is the CLB number
CELPIP is the simplest to convert because it reports results on a scale that lines up with the CLB. CELPIP's results page maps CELPIP levels 3 to 12 one-to-one to CLB 3 to 12, so a CELPIP 8 in reading is CLB 8 in reading. IRCC's own equivalency table lists CELPIP-General levels 4 to 10 and above as equal to CLB 4 to 10 and above. IELTS General Training and PTE Core: use IRCC's tables
IELTS and PTE Core use their own score scales, so each ability has to be converted separately, and the score bands differ by ability. For example, CLB 7 under IRCC's table means at least 6.0 in each IELTS General Training ability, while CLB 8 needs 7.5 in listening but 6.5 in reading, writing and speaking. PTE Core has its own band for every ability and level.
Two points from IRCC are easy to miss. Express Entry accepts only the IELTS General Training option, so IELTS Academic results cannot be used. IRCC also does not accept IELTS One Skill Retake for Express Entry.

What common CLB levels mean for immigration
Different IRCC programs set different minimums. The table below summarizes the levels people search for most often. Always check the program page for your own situation, since requirements can differ by ability.

What is CLB 7?
CLB 7 is the level that most often decides whether someone can enter Express Entry at all. The Federal Skilled Worker program requires CLB 7 in all four abilities, and a result below CLB 7 in any one ability makes an applicant not eligible for that program. The Canadian Experience Class also asks for CLB 7 when your experience is in a TEER 0 or TEER 1 job.
On the CELPIP-General test, CLB 7 corresponds to CELPIP level 7 in each ability. Under IRCC's IELTS General Training table, it corresponds to 6.0 in each of reading, writing, listening and speaking.
Express Entry CRS points for each CLB level
Once you meet a program's minimum, higher CLB levels earn more points in the Comprehensive Ranking System (CRS). IRCC's CRS criteria page awards first official language points for each ability, and the amount depends on whether you are applying with a spouse or common-law partner.

These are points for a single ability. Because you are scored on four abilities, a change at one level is multiplied by up to four. By simple arithmetic on this table, the maximum for first official language across all four abilities is 128 points with a spouse and 136 without.
Is CLB 8 good for Canada PR?
CLB 8 is a step above the CLB 7 minimum for the Federal Skilled Worker program, and the CRS table shows what it adds. For an applicant without a spouse, each ability at CLB 8 earns 23 points instead of 17 at CLB 7. Across all four abilities that is 92 points instead of 68, a gain of 24. With a spouse, the figures are 88 instead of 64, also a gain of 24. (These totals are our arithmetic on IRCC's table.)
Going further pays more. CLB 9 in all four abilities gives 124 points without a spouse (116 with one), and CLB 10 or higher gives the maximum of 136 (128 with a spouse).
Whether CLB 8 is "good enough" depends on the rest of your profile and on the program you apply through. First official language points are one part of your CRS score, and no single language level guarantees an invitation or permanent residence. What the numbers do show is that each benchmark above CLB 7 adds a meaningful number of points, and that the jump from CLB 8 to CLB 9 is larger than the jump from CLB 7 to CLB 8.
What is CLB 4 in Canada?
CLB 4 is the citizenship level. If you are aged 18 to 54 when you apply for Canadian citizenship, you need to show that you can speak and listen at CLB 4 or higher. Reading and writing are not part of this requirement.
IRCC's list of accepted proof gives these minimums:

IRCC only accepts IELTS General Training for citizenship. CELPIP General LS, which tests listening and speaking only, is also accepted for citizenship. CLB 4 also appears in Express Entry as the reading and writing minimum for the Federal Skilled Trades program, and it is the first level that earns any CRS language points.
What is my CLB level? Practical steps
Only an approved test result gives you a CLB level that IRCC will use. If you want to know where you stand, work through these steps:
- Decide which requirement you are aiming for. Citizenship needs CLB 4 in listening and speaking. Express Entry programs need CLB 5 or CLB 7 depending on the program, with more CRS points for higher levels.
- Choose an accepted test. For Express Entry, that is CELPIP-General, IELTS General Training or PTE Core. For citizenship, CELPIP General LS is also an option.
- Convert each ability separately. Read your four results one by one against IRCC's table. With CELPIP, the level number is the CLB number.
- Find your weakest ability. Your eligibility depends on the lowest level that a requirement covers, so the ability furthest below your target is usually where study time pays off most.
- Check the date. For Express Entry, plan your test so results are still less than 2 years old when you submit your PR application.
