CELPIP levels and CLB

Lesson 2 of 34 min read

How CELPIP levels map to CLB, and the levels Express Entry and citizenship ask for.

Four skills, four levels

CELPIP does not give you one overall score. Each skill is scored on its own and reported as its own CELPIP level.

SkillWhat you answerHow it is scored
Listening6 parts, 38 questionsBy computer, from the number of correct answers
Reading4 parts, 38 questionsBy computer, from the number of correct answers
Writing2 tasks: an email and a survey responseBy 4 to 6 trained raters
Speaking8 tasksBy 3 to 5 trained raters

In Listening and Reading, every question is right or wrong, and a blank answer is marked incorrect. Your correct answers make a raw score out of 38, which is converted to a level. Always choose an answer.

Writing and Speaking have no answer key. Raters judge four dimensions: Content/Coherence, Vocabulary, Task Fulfillment, and Readability for Writing or Listenability for Speaking. When raters disagree, a benchmark rater is brought in.

How CELPIP levels map to CLB

The Canadian Language Benchmarks (CLB) are a 12-level scale that Canada uses to state language requirements. CELPIP was built to line up with it, so for most levels there is nothing to convert.

3 to 12The same number: CELPIP 7 is CLB 7, CELPIP 9 is CLB 9

0 or 1Insufficient information to assess

Two other codes can appear on a score report. M is the lowest band of raw scores in Listening and Reading. NA means the component was not given.

CELPIP also publishes an approximate guide to raw scores. Level 7 is about 27 to 31 correct answers out of 38 in Listening, and about 24 to 28 in Reading. The ranges overlap because scores are scaled across test versions, so the raw score for a level can vary slightly from one test to another. Use the guide to set practice goals, not as a fixed cut-off.

The levels Express Entry and citizenship ask for

Each program sets its own minimum, and the minimum applies to every skill it covers.

ProgramMinimumSkills
Citizenship, applicants aged 18 to 54CLB 4Listening and Speaking
Federal Skilled WorkerCLB 7All four
Canadian Experience Class, TEER 0 or 1 jobsCLB 7All four
Canadian Experience Class, TEER 2 or 3 jobsCLB 5All four
Federal Skilled TradesCLB 5Speaking and Listening
Federal Skilled TradesCLB 4Reading and Writing

Above the minimum, each skill earns its own points in the Express Entry Comprehensive Ranking System (CRS):

CLB per skillWith spouse or partnerWithout spouse or partner
CLB 4 or 566
CLB 689
CLB 71617
CLB 82223
CLB 92931
CLB 10 or higher3234

Because points are per skill, one level gained is counted up to four times. For an applicant without a spouse, CLB 7 in all four skills gives 68 points and CLB 8 in all four gives 92, a gain of 24. CLB 9 in all four gives 124. The jump from CLB 8 to CLB 9 is larger than the jump from CLB 7 to CLB 8. Language points are only one part of your CRS score, and no single level guarantees an invitation.

Two more rules matter. For Express Entry, results must be less than 2 years old both when you complete your profile and when you submit your permanent residence application. Citizenship accepts results even if they have expired. And CELPIP-General LS is accepted for citizenship but not for Express Entry.

Your lowest skill decides

Because IRCC reads each skill separately, an average has no meaning. A strong skill cannot make up for a weak one.

Worked example

Result: Listening 9, Reading 8, Writing 6, Speaking 8. As CLB: 9, 8, 6 and 8. Federal Skilled Worker needs CLB 7 in all four. Writing is CLB 6, so this result does not qualify. Averaging the four to 7.75 changes nothing. Next step: Writing is the skill to work on first.

Use the same check on your own target. Write down the level you need in each skill, then your current estimate in each. The skill with the biggest gap usually gives the best return on your study time.

Common mistakes:

  • Thinking in one overall score. Track four levels, not one.
  • Booking CELPIP-General LS for permanent residence. LS covers only Listening and Speaking and is not accepted for Express Entry.
  • Treating a practice estimate as a result. Practice tests estimate your level. Only an official test result gives a CLB level that IRCC will use.
  • Letting results expire. For Express Entry, plan your test date so results are still less than 2 years old when you submit.
